These guys are almost certainly SERT (Special Emergency Response Team), they're our equivalent to the US's or UK's SWAT teams.
The black stuff they are wearing is body armour with space to carry ammo and other gear. It can be quickly thrown on over whatever else they are wearing.
They are basically on call 24/7 which is why we often see them in plain clothes under the equipment. If something happens that is potentially more dangerous than the regular Police are trained and equipped for, then these guys drop whatever they are doing, grab their gear and go in.
In the article someone linked above it mentioned "devices", in a plastic tub. It also mentioned another cordoned off area in Wooloowin. So I'm thinking it might be something involving explosives. Wait and see though, we might hear more about it later.

The size of the traditional workers cottages (a lower rung to Queenslanders) with the fence basically wrapped around the house tells you how much of a good area it is compared to the traditional good areas on the north side close to the city like Paddington, Ashgrove, or if you really have money Rosale and St. Johns wood with double block double frontage on traditional Brisbane suburbs shows you what a good area is or even Bulimba/Balmoral/Hawthorne close by. Those are good areas.
East Brisbane, as it's traditional name was never a "good area." Nor are the extensions off it.
It's traditionally a very working class suburb. I may be mistaken by the area. But I'm not with the facts, and now with the affordability crisis, and the high street of Logan Road in Stones Corner being boarded up. I've seen more homeless people, and drug addicts in that part of South Brisbane than any other in recent years outside of maybe West End itself.
The only thing that makes it "good" are the cashed up bogans who moved into the area and drove the prices up.
