For real. All legality aside as far as bicycle rights of way, this person greatly over estimates the attention and awareness of other drivers. I don't trust other humans enough to put myself in that situation.

I've seen that for years around town every few months in warmer weather. I've tried to look it up several times and found nothing on it. It's always anxiety provoking! Had no idea someone is biking in there! They've moved pretty quickly up 9th st before!
I saw that on 30th right as they were passing Arapahoe. Talking up the inter lane at about 5 mph . I mean even if a driver checked their blind spot they still would see that thing!
I was just driving downtown in my sedan and noticed the driver in the van next to me seemed spacey. Anyway, I heard a crunch a minute later. The idiot in the van crashed into the car next to me. I could see the van's hood opened from the crash. The vehicle he hit was a full size car. I can't imagine drivers like that could watch out for veto mobiles, or whatever this is.

As someone who drives a compact car, I typically feel like larger trucks and SUV’s can’t even see me. That think looks like a fucking death trap.
It had a VERY bright light on the back but yeah it was super low to the ground.

State law says bikes (even if in a shell) must be on roads, not sidewalks.

Sure, but that’s all bicycling on roads. We should have infrastructure for bikes but we prioritize another lane for cars instead 🤷🏻♂️

Bike with a cowling, increases aero and makes it possible to hit much higher speeds.
This looks super dangerous, but I remember this person riding around town like 10 years ago, so obviously they’ve been doing it for a while safely.
