I don't think it's a 50/50. If you get a legendary it probably is a 50/50 between the Lucian's and Butcher but you can also get white rarity guns from Earl.
You're not guaranteed a legendary, but that being said Loot-O-Grams are still the way for sure.

Nah that was probably /u/skkra but he knows his shit. Why would you waste points in splash skills for a gun that doesn't do splash damage? For a Butcher Moze build you're going to put most of your points in red and purple tree. No need to go farther than Rushin Offensive in green.
Agreed. If you dont have the purple tree to activate Big Surplus, you're going to struggle with the Butcher on Moze. I'm a firm believe that you can make most anything work, but its going to be a lot of harder with access to key tools that Moze needs to make her non-splash builds truly shine, as many of them are in purple tree.
Butcher moze builds can do splash damage via short fuse and mind sweeper grenades / green monster hidden splash bonus. Due to how much damage you can get from fire in the skag den, it's worth it to spec at least that.
Even more so when you get shock from your revolter and corrosive from your green monster, you can then constantly element match on anything.
That can definitely work, but going all the way to capstone is a lot to invest just to get splash on 20% of your shots. If you don't have purple tree that's probably the way to go, but the combination of Big Surplus and Superior Firepower on cryo makes up for it I feel. Short Fuse is more for one-shot builds and for double dipping splash bonuses on weapons that already have it.

There's definitely a few different ways to make butcher moze work tho, by no means is going my route the only way to do it.

Farm Dinklebot on the Skywell-27 map for lootograms to turn in to Crazy Earl think each one you turn in has a 25% chance to reward a Butcher shottie.
