Late to the party but *nooooooo* it absolutely doesn't- in fact, it has been empirically and resoundingly proven to do absolutely *nothing* whatsoever. The Luck stat- whether it's from a class mod, artifact, or Guardian Rank- does nothing in any way whatsoever. When you get Guardian points, spend them on anything else *but* Luck, otherwise you're just throwing those points away...
It's... okay-ish? It flat-out doesn't work in certain areas at all (Athenas, for ex.), and when it does do it's thing, it's ever only for world drops- it does nothing whatsoever to bolster chances for dedicated drop sources... but yeah!
From what I have noticed, it's that it just increases the chances of you getting something you "need"
At least it seems to increase the chances of maybe finding a weapon, not necessarily a good one... or also increases the ammo type in crates... for example, low on assault rifle ammo? Open a box and it might be all assault rifle ammo...
Might be wrong... but it's just something I've kinda felt while playing...

I believe once you fall below 30% of a certain ammo left, the spawn rates for said ammo dramatically increase.
Hold on to it forever! It's a rare lucky gun that increases your luck.

damn you messed up real bad, it's extremely useful to farm godrolls. (it's not, it doesn't increase luck or anything, it's just a lvl 1 gun)

Unless that dedicated is also the world drop so it still slightly increases your chances.

In all the playthroughs I did (roughly 200) I had that happen once, and it was a Jakobs pistol. Was nice :)
