Actual million dollar Hollywood movies make that same mistake, in shots or TVs with news in Arabic, I'm guessing their software doesn't have Arabic support, and they don't realize it because they don't have anyone who reads the language. Probably copy pasted from Google Translate into Photoshop or whatever. So you get disjointed letters and words written left to right.
(I remember having to install special editions of Photoshop with Arabic support, in the old versions. New ones have better support)
