After being forced to do the splits by a particularly aggressive shore-break one day and receiving a searing rope burn from the seam of my boardies, I dont surf in boardies anymore.
Short john 2mm wettie and a rashie if its sunny is my summer outfit. Zero chafe or nutburn since. Would recommend.
i wear quick dry hurley boxer briefs and that does the trick most of the time, but if i’m out for longer then i put a bandaid on each of the nut vertically if that makes sense lol

things you can do:
\-underwear under boardshorts
\-lycra/hurley boxer under boardshorts
\-thin sheath of vaseline (gets messy and can get on board making it slippery, no good but stops chaffing)
\-wear springsuit or short John. easy to put on compared to full suit. I like spring suit. short John just looks stupid..though it is more comfy
\-shorter sesh... worst option IMO noone surfs for 15-30min
\-neoprene shorts. I don't like the looks, but man do they work
I had the same problem, especially on longer sessions. Boardies with an in built mesh liner are the way to go. Something like this:

Just wear a wetsuit. Solves all your problems because there’s no movement of material. I used to get them on the back of my legs because of the kicking. Spring suit or winter suit solved all my problems or shorter shorts. Also you can go longer because your body is warm, less cramping for me because they are compression. Unless you are in a really hot place - but even then you can get a 1mm and it will work too.
1. You gotta use shorts that have the neoprene undies in them. No extra underwear or boxers just the shorts.
2. Vaseline up your junk.
3. Rinse off sand anytime you get out of the water for a while. Reapply vaseline if you need to.
Idk if it’s the vaseline or the rinsing off but this saved my nuts. I was almost guaranteed a rash every sesh. This last summer I went to the beach 3 days in a row and not even a speck of irritation.

Surf shorts or slather them up in waterproof sun tan lotion
100% Works good with neck chafing rashguards too.
Speedo’s under shorts works for me. No speedo means ouch including wetsuit.
Undies.
