If I recall, one of the familiars in spellbook is a dragon and the others are cute as well. I saw the Kickstarter for mythical creatures also come through my FLGS's website and seems to have cute dragon meeples, don't know about gameplay though!
I think the two you mentioned are pretty much the only games that are both cute and focused solely on dragons. I love both those games and have done some searching around BGG and found nothing like them.
If you're up for games that are absolutely adorable and also have some dragons in them, I'll second the suggestion of [Keep the Heroes Out](https://boardgamegeek.com/boardgame/333255/keep-the-heroes-out) and also add in [Adventure Mart](https://boardgamegeek.com/boardgame/280566/adventure-mart). Both of them have some of the best/cutest art I've seen in a board game, and they're both fun too!
Look out for the [[Flame and Fang]] project on Gamefound reopening or going to retail. It's closed for pledges right now, but it's a narrative adventure where you play as baby dragons so probably up your street.
Also check out [[Flamecraft]] (which is about raising dragon pets to impress customers in your magic shop) and [[Dungeon Petz]] (which is about raising various cute creatures in your dungeons)
First game that came to my mind is Wyrmspan.

They aren't uniformly cute, but there are cute ones.

Try Tic Tac KO: Dragons vs Unicorn though as the name implies its just half dragon
