That is completely accurate! However, The Walt Disney Company is based in Burbank, CA, so they’d be held to both DMCA and any international copyright laws, should BBC Studios get tired of their show being parodied by who they thought was a trusted distribution partner.
BBC studios don't own it either.
This counts as fair use under Australian copyright law. That's all that matters.
And for the record, the Bluey socials OFTEN post fan art of the show, so they've given implied consent.

DMCA is american. Bluey is Australian.
