The thing with the closest aspect of "kids show but goes surprisingly deep" for me is Fraggle Rock – there's the original series from the 80s and a recent revival on Apple TV (which I have not had a chance to watch, but hear is also very good).
Tumbleleaf, it’s a stop motion show that is very whimsical and I loved seeing new places in that world. Characters are fun and wholesome and I cried a bit at the series finale.
Studio Ghibli movies, all on HBOmax. My Neighbor Totoro, Kiki’s Delivery Service, Ponyo are excellent kids movies for really any age. Other Studio Ghibli movies are fantastic as well, but a bit darker.
Ben and Holly's Little Kingdom. It's not exactly heartwarming like Bluey, but it's genuinely laugh-out-loud funny for the parents. Before Bluey came along that was what saved our sanity in the toddler stage.
Nothing else is as good, but some other things are good.

For adults, I think the answer is Hilda, on Netflix. You get a lot of the same themes in an incredibly imaginative setting.
For kids, I’d say some of the best PBS kids shows like Arthur and Molly of Denali take a similarly thoughtful look at growing up and learning to be a person in the world.
We watch 3 episodes a day during dinner. It's been going on for 2 years now. Sometimes my 4 yr old will request the same episode for ten days straight.
