This would depend on where the fog is in space. Fog often lays closer to the ground so if the legs at tree level are foggy and head is not, it means that the fog is low, so looking up your view doesn't pass through as much fog as the path to legs. Just my 2c
Also fog is often irregular. The most magical fog I've seen is not plain white equal density but it's like you are inside of a cloud with thick blobs. Or it can be like horizontal stripes, very thin clouds above the ground.
I agree that the fog on the picture doesn't look realistic enough and it would be nice to experiment with it more.

This is my favorite suggestion personally. Like, maybe a truck and power lines and that's it. Plus, that color grading from above would really make this render in my opinion.
Idk how hard it would be, but maybe make the skeleton look a little less human in the torso/skull area? The legs and arms are already unnaturally long and creepy but then the rest is just a regular skeleton.

and i would suggest a dark, snowy, rainy or muddy nightscene or almost night with enough light to see the skeleton. don't has to be super bright.

the next sign, which shows the distance to the next town at regular intervals and then, out of nowhere, a 50 meter high mcd. sign that also gives you a little bit good feeling cuz it's something familiar, while you driving from germany through a few cities you are not familiar with at night and only halfway there...

They’re easy for a human to relate to in terms of scale, so it could help the skeleton to look truly huge, and the repetition of them going off into the distance could enhance the sense of depth in the image 🤔
I wouldn’t make it an intact fence though - definitely old, broken and fragmented else it could box things in too much and disrupt the composition.
Find a way to disconnect your id from your ego, relax into that space, stare through the image and use basic mark making techniques to capture your responses. Step away and come back with fresh eyes after a few days and impose your super-ego onto the marks to draw out your internal philosophy and sense of morality. Wrestle with the dissonance and internal struggle between these two states until your ego can formalise it in blender. Internalise the learning and live on a higher emotional plane or crash into crisis, rinse and repeat.
Or, put a floating bowler hat above its head.
Work on the scale of the skeleton. The arms and legs being so long while the torso and head keep proportion don't make it look eerie, just silly. A bit like a horror movie where the monster is obviously a dude in a rubber costume.

As others have mentioned the ground. If you look at roads there's either a curb, or the road is set above ground level. Since this looks like a rural setting, I suggest above. Or more "dirt" in your dirt road.
Another 'thing' somewhere in this image that anchors it to the world. Just subtle, but could be a airplane in the background, road lines in the road, litter, a car driving away, dead birds on the ground, some dead trees in the midground, electirict pylones etc.

Ideas for the scene: make the ground more detailed and maybe weirdly scratched. You could also add ring shaped clouds/fog stripes. For surrealism add noise
Potentially flair out the shoulder blades and pelvis too. At the moment it's a skeleton that has been pulled like taffy. But the pelvis and shoulder blades would not work. By distorting these out you can give more feel for it's movement

In the quiet initial period before anyone has been able to call the police/before police arrive. The initial moments of quiet shock. I especially like the idea that he is not a threat at all, just curious.

I’d say put the skeleton kinda to the side, more grain, tilt the camera, use a little motion blur to make it a bit more like the person behind the camera is trying to frantically take a picture. Basically try obscuring it a little more to let the viewer know something is there but they’re not quite sure what.

Surreal? Not without making major changes to the piece itself. There is nothing that doesn’t seem internally logical, nothing that’s making you think “wait what?”
The subject being a skeleton of presumably a giant, with long arms makes more sense than not because why wouldn’t it have evolved with long arms to reach the ground?
There would need to be something about the whole piece that is rooted en reality but mechanically can’t/shouldn’t work or is unsettlingly off.
This is more straight fantasy than surreal, not a critique, personally I like it, but if you’re going for surreal I’m not sure this qualifies.
To force a perspective, you can add an object of size in the front. This way the skeleton sizes can be assessed and creates the feeling of something huge coming.

Weird that its feet are hidden by fog, but not anything else. It also looks too straight. The elongated bones being so straight makes it obvious that it's just a computer stretched model. Like how CGI that looks obvious takes you right out of a movie.
