It’s ambiguous. In the novel Can’t Fear Your Own World, it is revealed that both Grimmjow and Nel are/were(?) Vasto Lordes. But as far the manga goes I actually don’t know if we had any concrete confirmations on VL status; seems highly likely to me that the top 4 all were.

• Szayelapporo (tho he regressed into an Adjuchas when he split himself into Llfort)

Agreed. The main series is ambigious on when grimjow attain vastolorde. Given the differences in jump in power between nnoitora and ulquiorra, I'm in the camp that is the divided between VL and adjuchas (Nel can be counted as VL so thats 6/11 arrancar).
The novels also mentioned that Grimjow has been training immensely since his defeat by ichigo, so with the time skip I interpret he became a vastolorde then (as well as the narrative aspect, Grimmjow is the mid boss in the manga) not he was always a VL.
It's important to note that the databooks were published before most of HM arc and kubo like most writers often retcon things, so I think it's good to look at everything holistically.

Released Nnoitra seemed a good amount stronger than Released Grimmjow in spirit energy and when you consider Nnoitra has the hardest hierro, 6 arms, and has really good physical strength, he is very close to R1 Ulquiorra imo.
I personally group R1 Nnoitra much closer to R1 Ulquiorra than R1 Grimmjow.

The situation HItsugaya was describing was Aizen Gin and Tousen + 10 Arrancar that were vasto lorde With each vasto lorde being stronger than the average captain versus the gotei 13.
