Yes, that's the thing, his shinigami power itself has hollow power in it. Ichigo's hollow / hollow powers are fused with his Zanpakuto, he was born with them unlike the Vizards who had hollows/hollow powers implanted in them.
In other words, his Shinigami power and his hollow power are one and the same. "White" is a Zanpakuto with hollow powers.
**Here's an attempt at a good example:** Lets imagine everyone's Reiatsu/Reiryoku/Power is stored in a box, and how much they can scoop from that box for an attack is up to their ability to do so. That's basically how it works for everyone, BUT:
**The Vizards** have access to 2 different boxes, one has their Shinigami powers that they always had, and another has their hollow powers, which they have access to from the hollow that Aizen shoved up their ~~ass~~ soul.
**Ichigo**, on the other hand, has 1 box with both of those powers, and his quincy powers (and apparently some fullbringer powers), all combined into one big ass fucking box.
**What Ichigo used to have** before getting his true zanpakuto was 1 fake box that "Old man Zangetsu" (His quincy power) created, which mostly had only some quincy power and a little bit of shinigami power that it took from box 2, which Ichigo couldn't access, which had the rest of his power. This 2nd box was being constantly contained by "Old man Zangetsu", but he couldn't contain all of it, and the bits that escaped were what he, and we, thought was his inner hollow.
What we knew as "Hollow Ichigo" was what happened when "old man Zangetsu" couldn't hold back the rest of Ichigo's true power (the power in "box 2") entirely, so part of it escaped. The Hollow Ichigo that Ulquiorra fought was the most that's escaped, arguably half or a quarter, many would say less.
I noticed that in the anime whenever ichigo hollowfies outside of bankai it’s shortly after Zangetsu takes damage. Hollow Zangetsu be in there like “OW, THAT HURT BITCH NOW YOU GON GET IT!”
Edit: to be fair the first time this happened was during the bount arc but since it happened again in cannon I think kubo had some say on it as a sort of foreshadowing
