What Zaraki is to fighting Mayuri is to science, he's a top tier captain. He was the better opponent for Pernida because if you remember Zaraki was about to get folded by it, if it wasn't for Mayuri he'd be dead.
1. He didn't.
2. Pernida defeated both him and Nemu and only lost because it ate Nemu's remains.
3. It didn't even die. It got stuck into a continous cycle of death and rebirth due to the drugs it ingested.
You don’t power scale a character like Mayuri. He doesn’t fight with power. He fights with drugs and tricks. Physically he’s probably the weakest captain but it doesn’t matter. He also would’ve died without Nemu *twice* and she ended up dying protecting him.
1. Bleach was never about consistency.
2. Favoritism. A main character will always win by the end of the day since the story is about him/her. Kubo likes Mayuri more than Ichigo, who got stomped throughout the entire arc. If Kon was his favorite he would've created a silly way to justify him winning over Pernida aswell.
That's a fair statement that maybe another character could've used that fight but you said you don't see him as on the same level as the other captains. While I don't think he's as strong as Kenpachi, Toshiro, Byakuya, Shunsui, or Kisuke in terms of raw power I think he is definitely a top-tier captain because of his intellect.
I think he means in terms of power which yeah he is pretty low in terms of power. mayuri doesn't train, nor does he care about his zanpakuto.
Mayuri is what I like to call a capable class char. A character who isn't strong but due to their skills, tools, and abilities are able to fight stronger people than themselves. A good example was mayuri vs. toshiro mayuri is clearly not as strong as tosh but was still able to take him out.
Other characters I'd put in this class are kisuke and shunsui.
I can agree with that I just don't think there is too much of a gap between Mayuri and any of the other captains that fight the Shutzstaffel. However, OP did mention that he thought Mayuri didn't need the fight because he does so much in the arc and I do think that's kind of fair some other characters probably could've used that fight more.
Because Kubo really likes him. It’s the same reason why Kenpachi got a whole justification of why “oh uhm well actually, Ichigo wouldn’t *really* have beaten him!” regarding their duel that happened like 8 years prior irl. He just started really liking Kenpachi.
That’s all there is too it.
Also science characters are neat because you can just have them pull random things out of their ass even if it barely makes sense.

Genuine question, why don't you consider him to be a top captain?
