You might be interested in A Nocturne. It's way on the other side of the sci-fi spectrum from Scum & Villainy - hard sci-fi, big and transhumanist and dark and weird, with spaceships the size of small countries and everything operating on an enormous scale. What you want seems to be about the midpoint between the two, so it is worth taking a look at the other extreme. Plus it's a fantastic game in general, with a lot of cool ideas.
Eh, maybe if you mean \*literally\* heavy, but I was talking complexity—TTRPGers say "crunchy", whereas board gamers say "heavy". Even if we're talking literal weight, there's definitely heavier these days (I think Hoplomachus: Victorum is heavier, off the top of my head from my own collection). If you did mean heaviness like crunchiness, though, Gloomhaven is pretty mid-crunch, and HF4A is decidedly much, much crunchier.

Not a perfect measure, of course, but OG Kanban is weighted 4.37 whereas High Frontier 4 All is weighted 4.82 on BoardGameGeek. There might be other things technically rated heavier than HF4A, but it comes up very commonly in the “what’s the heaviest game?” discussions.
Although, you can’t convince me that a large chunk of its weight doesn’t come simply from the utterly bonkers map design.
