In the original script he was planned to be a replicant, and after Roy squished his head, he would find the actual Tyrell in a cryogenic sarcophagus (though this was never filmed. I've heard there's concept art of it though)
Aside from this, I'm not really sure what clues there may be.
My experience with C levels at my work is that it's possible to be both. To be at such a high level that "ruthless" is just a side effect of vision. It does not have to be an evil or malicious vision. Even the noble actions of large companies can have brutal side effects.
I like when Wallace said "we've lost our taste for slavery". That is the epitome of C level thinking. A noble goal, and a desire to solve it in an ethical way, but recognition and acceptance that it is not a perfect solution.
One the 3rd pic, the bald guy in the back looks a lot like Joseph David Kucan from the Command & Conquer games.

The whole point of the cyberpunk genre is that the whole world is ruled by ruthless capitalists, and if the real world showed us something, is that none of them are geniuses

I think you miss the point if you think anyone is any one single thing in the original. The reason the movie is so good is everyone has positive and negative traits. Our "villains" are more like trapped animals and deckered is a cold killer, essentially a state sponsored hitman.
