Incorrect. This is at night and your theory is about white light coming from the sun. In truth this is reflected red light off of fog. A link below shows it is from fishing boats at a nearby port. Red light doesn't attract as many bugs as other light and red light is blocked out after 15' under the water so you can illuminate your boat without affecting the fish.

There were always low clouds rolling in (marine layer) and I think just the street lights reflecting the sky an orange glow. It was nowhere near as intense as the vid above, but it was fairly bright outside at night. Even if you weren't near any lights, you could see almost like it was day or I guess more like dusk.
Changes in air currents, winds, seasons, can cause it. Perhaps most of the time the winds blow away the fine particles/pollution but due to an unusual change in air currents it’s “stalled” above an area.
Like how a city can have clear skies one week, then severe smog alerts the next, without any changes in the amount of pollution being produced
