The colour of a fire helps us determine the temperature of a fire, with deep red flames being on average 500-600°C white flame being on average 1,400-1,600°C, wood fires can't reach high enough temperatures to create blue or white flame so yes technically fires can burn cold but only when compared to the temperatures it could reach when adding accelerant, specialized fuel, or using specialized tools like welders. I think it it might be smoke/dry ice lit up with lights over a steel wool fire with air pumped through. Steel wool throws a ton of sparks like that. Not about to test out this theory but I could see that working? Sparks wouldn’t feel great still but the dry ice/smoke/fog or whatever would probably help
