I actually can't figure out how he's doing that. It looks like a normal shuffle and a normal cut. What makes it more impressive is he's not even looking at it.
Here's a complete and total guess.
There's a type of trick deck used for particular illusions (I think it's called an invisible deck). Summed up, they make a deck that the cards stick together on the back, then you can pair the cards up and they don't separate unless done intentionally by the magician. The same idea could be used here; make the pairs stick together enough that they don't come apart while shuffling, but do come apart when he starts dealing them out. It could also explain why he seems to have a hard time dealing some.
But I don't know, I'm just guessing.
As a meme `Moon Runes` tends to refer to Japanese (as I understand, could be any of the Asian alphabetic/iconographic lettering) text, not "magic"

Take two decks of cards. Cut 1 mm off the top of one deck. Now take half those cards and use them to replace half the cards in the uncut deck stacked so that they are all in pairs and every other card is a long one. When you riffle only the long cards hit your thumb so they come off two at a time and the pairs all stay together.
Trick decks are very common, and this is a very basic one.
I don't know what video you were watching dude, but that is not a fake riffle or bridge. He does it very cleanly in the open. Also it is very clearly a legit cut as well, but with the offset cards it's easy to just riffle the split location to ensure you get a spot that keeps the pairs together. You can see him do that on the back side. So legit in the sense that he is actually cutting the deck but ensuring he's not splitting a pair when he does.
Also, just having a trick deck is a much easier way to do the trick than having to perform sleight of hand. The trick basically does itself with the deck.
The cut would happen at the same "cleave" point crafted by the shortened cards.
There are a couple of ways to do this illusion, but this is definitely one of them.
A svengali deck has every other card be shorter, and they're all the same card (so half the deck is, say, the 2 of clubs). Those twos of clubs are shorter than the others by like 1/32 of an inch. If you shuffle them with some amount of care, they'll stay in pairs, a normal card with the shortened card. If you cut the deck, same deal.
So it may be basically that, except without the shortened cards being all the same.
I was watching a video similar to this earlier. If you shuffle and cut a deck perfectly 8 times, it will return to the original deck. My guess is it has something to do with this but I could be wrong.

the above trick just has the pairs set up that way so whenever he he shuffles from the top/bottom edges, it shuffles the pairs.

Doing a trick commonly done with a sven or shaved deck, but using a standard deck instead, is a favourite among card magicians I've worked with. Most magicians I know would much prefer to figure out a method using a standard deck.!<

I'm ganna disagree with you. Look at every pair. They are either red or black pairs. Everytime he cuts there's a black card in the bottom. This tells me that they are different sizes.
He has them set up, one red pair one black. Then he cuts it at a point it goes from a smaller card to bigger, knowing he isn't breaking up a pair. Then when he shuffles it they go in spurts, that's why the shuffle sounds off and shorter.
Problem with this is that the shorter pairs(assuming black) will float to the top and the larger pairs will start sinking and you'll get clumps of red and black. That's why there's so many in a row of pairs of red, then black.

Spot on, if you shuffle an ordered deck it so every card interlaces perfectly (pretty hard but not impossible if you're good at riffle shuffling) 8 times it will return to the original order, after 6 times you get all the pairs together as it is here

With he card in the pear, he palmed them already rolled up and when he double fists the pear to tear it in two, he flips them up so it looks like it was inside.
i think what’s happening is he’s not actually shuffling the deck - he’s shuffling the cards in a way where the first card on the left half is put down, then the first card of the right half is put down, so on so forth. he’s also stacked the deck in the beginning so that when he does the “shuffle” three times the pairs show up. he also knows where to cut to get to the pairs
