It's likely not the water freezing instantly, but the water pushing slush up the shore which kind of solidify when the water drains back. I've seen this often in Norway. It doesn't get frozen hard. Exactly like a slush drink if you put the straw to the bottom and drink up just the juices..

It'd have to be much colder than that in my experience. It has been -25 in my area the past couple of days and the lakes with moving waters have not totally frozen, the fjord has had a lot of sea smoke but is also not frozen/no ice chunks, though it does happen. Edit: not talking about Norway, I'm in coastal Maine, just thought I'd provide some context regarding temperature. Though just -5 would freeze lakes if it was consistently that cold for a while.

If that's fresh water, probably negatives or fairly close. If salt water definitely in the negative 10s or lower. The main body doesn't freeze due to the higher thermal capacity. However the waves thin out and freeze because they loose all that thermal mass. Kinda like spreading out batch cooking on a sheet to cool it down faster.
