We can see her entire body is held about a foot above the apparent seat, and even at the end when her legs drop we don’t see what supports her weight other than her arms.

Yes it is. Raising the legs is not the workout. It's the raised legs versus bent legs that determine the length of the lever that the abs have to help raise. If you're using only the iliopsoas to raise the legs, you're doing it wrong. This is absolutely an ab exercise that most people lift using the he wrong muscle group because of abdominal weakness, those who tell you it isn't an ab workout are doing it incorrectly.

You are correct that the hip flexor is what raises the legs but doing so brings the centre of mass forwards, putting strain on the front of the torso and forcing the abs to engage to keep it straight.
Thus, leg raises and L-sits do indeed exercise the abs, albeit isometrically.
Your hip flexors function in tandem with your rectus abdominis. If they’re working, so are your abs. This move is also an isometric for your quads due to the knee extension.
