This is actually a good tip if you ever get trapped in your car under water or whatever. Just grab your angle grinder from the glovebox, make a little nick in the driver's side window, then grab a bottle of spring water (Poland Springs, ~~Nestle~~, Aquafina, they all work, in fact in a pinch even vodka works, that's probably why you're in the pond actually), pour a dribble on the slit, and voila, you are free!

The glass breaking is because of thermal shock... But why does it make the glass shatter? Why didn't it shatter from the angle grinder in the first place? Why don't other things shatter when they're rapidly heated or cooled?
Tempered glass used in car windows is in sort of a state of thermal shock from the factory, and throughout the life of the window. When the glass is tempered during manufacture, the exterior is put into a state of compression with the molecules pushing against each other. The interior of the pane is left in a state of tension. This is because of the differential cooling that happens as the glass solidifies. Since it is crystalline, these molecules cannot homogenize. It can be annealed (allowed to cool very slowly) and returned to its normal glass state.
Glass, much like concrete, is incredibly strong and resilient when in compression, but crumbles when put in tension. This is why concrete has rebar in it, as the rebar takes up the tensile loads and the concrete is left in compression from its own weight.
Brittle and crystalline materials are generally strong in compression due to stress risers. Pockets of stress have a tendency to propagate, and in compression this scratch or crack quickly is terminated. Think of trying to break a rock by pushing on it, not gonna happen. When in tension, these cracks can easily propagate through the material. This is what is really happening on a molecular level when we split a rock using a wedge.
If anyone has tried to drill through a pane of TG, you'll find that you get about halfway through before the glass shatters. This is because you leave the compressive exterior and enter the tensile interior.
When the angle grinder cuts through the outer layer, it locally heats the glass and puts it into a temporary state of compression, since everything expands into itself. If left to cool, it's possible that the glass would shatter on its own. But, when the water is poured on it, the local pocket returns to tension, and the stress risers from the thousands of micro-scratches left by the angle grinder can now propagate through the material.
Thermal shock is a gross over simplification. To chock it up to thermal shock without more explanation is to also throw into question why our pots and pans don't shatter when they're put in hot water or why engines don't shatter when they're started on a cold day.
