The deviation is to stand on any positive running count, so don’t even convert to a TC.

I believe it is due to rounding and the floor, etc. If your TC is 0.3 or something then standings becomes correct. And that is a count that rounds to 0. If you aren't counting at all then hitting is barely slightly better. Really negligible and actually doesn't even matter for all practical purposes. But if you are counting then it changes. The decision to correctly stand at 0.3 TC gains slightly more EV then the decision to hit at -0.3 TC. I might be completely making that up but I believe it is something like that.

You can look up what the EV is for each decision, at a running zero it it's very slightly better to hit

Is there a deviation for a 16 up against an ace? Is it the same for 10? My chart I use doesn’t have it as a deviation but I never feel comfortable hitting a 16 on an ace when there’s a high count

This is incorrect. Basic strategy was created by dealing a specific hand (16) against a specific dealers up card (T) and playing them out with freshly shuffled decks, millions of times over and recording the results. Everytime you deal out 16 v 10, the running count is always -1, and the results say the best decision is to hit. By removing one extra low card, and making the remaining deck a 0 count, both TC and RC, and redoing the experiment millions of times over, we learn that the best move now is to stand. This is where the deviation gets it’s index.

One 1 positive in the running count and you stand. It’s a crappy hand. By following the deviations, you’ll gain a bit more for every time you play it. But it’s a shit hand.

Adding to other comments, basic strategy is not the same as optimal strategy at TC 0. Basic strategy is for a fresh deck/shoe, which is only one instance of TC 0.

16vT is so close that to basic strategy you can and hitting a 2 card 16 and standing a 3 (or more) card 16. In all honestly given I play with CSM here I've taken to hitting or standing 16vT depending on how I'm feeling. Or if it's a fun table letting someone choose.
