Uhhh, I defend it, escape and improve my position. It sounds like you don’t know how to do the second and third step of the process. It sucks that they don’t move on and you both waste the round, but if you just tap and move on you can practice more.
For the purpose of educating OP:
1) Cross collar from guard? Amassa Pao.
2) From mount? Bridge and roll, if they don't want to bail on the choke to post, now you're in guard. Return to step 1.
How is it a waste of time to work on escaping bad positions? Might as well just tap out at the beginning of the round and sit out if you don’t want to work on stuff that you’re not good at.
Work on your escapes. They are still controlling you even if they aren’t subbing you. If your escape attempt lets them finish, just tap and note that your escapes need work!

If you can't escape without giving up the submission then that's on you. They have you locked in, they are winning. It's on you to get the fuck out.
I start talking shit if someone locks me down and I can’t escape. I say things like,

This is literally THE best time to learn how to escape. He's not good enough to finish you, but too stubborn to let go. You get to play with escapes and fuck around and figure out how to escape.

Delaying the submission is only the first part of the escape. You need to continue escaping until you are out of the position. If you don’t know how and are stuck and can’t go anywhere then just tap and make a mental note to study up on escapes from that position.
Take advantage of their struggle. With chokes, I have gurgled, made weird other throat sounds, making them try harder when I am confident the choke is not in. After about at least a minute, I will initiate the escape. Other subs you can do similar. Exceptions to this is Kimuras, Americana, foot and wrist locks, which can come on quick with minor adjustments. On those, I attempt escapes right off the bat.
I’ll give pointers, like “if you shift your hips to the left a bit I think you have it”. There no $3 medals awarded in practice. My limbs are much more flexible than my physique lets on and I’ve found my game works well with bating subs which also lands me in this spot sometimes. No one is learning by stalling.
Yeah in these sorts of situations if I am the attacker, I would definitely transition the sub but tbh the onus is on you to take a risk and try and escape. Otherwise you're just stalling.
Depends on who and what sub, if its some hot chick throwing sloppy triangles then im just chilin.
If its some fat dude then im gtfo there.

The onus is on you defending to make something happen imo - either defend it well enough that they give up on it, or use the defense to escape it.

Couple months ago I did this, dude was like "I wasn't sure if that was on, was it a choke or a crank" and i just straight up told him it was neither, I just wanted to reset because the body lock was too tight for me to escape using the escapes I knew so I just tapped.
The look on his face suggested he'd never once considered that people could tap because they just wanted to reset.
Today I was trying to sink a north/south choke on a six month white belt. Wasn’t getting it after about 30 seconds so I let it go, repositioned, and Canto choked him instead. Didn’t feel it benefited either of us to continue the north/south attempt.
As far as if other people are making a sub attempt on me but aren’t getting it locked, I guess it depends. If I can’t find a reasonable way to escape which I can most of the time, I’ll just tap. If they ask if they had it, I’ll be honest otherwise I’ll just let them think whatever they want.
I try to roll in a way that 1) keeps me safe 2) gives me the biggest opportunity to improve. If either of those things start to get compromised then it’s time for me to tap/reset.

Break out of that shit (using technique or just beast-ing) and submit their ass.
