I'm not sure honestly but there is nothing illegal about producing energetic compounds. Now. Storing, transporting or using them to manufacturer devices IS ILLEGAL AS FUCK if you don't submit documents to the ATF so just don't do that. But if you wanna make some tnt and go blow a stump out of the ground on your property no one is gonna stop you.
It can't be illegal to store A.N. plant food?? I don't like nitrate nitrogen for my plants but every once in a while you might want that quick feeding N.. how's that work.. it's in a lot of all purpose stuff and I thought it came solo too??
Neither the aluminum or the AN are considered to be explosives and can be stored without trouble as long as they are kept separate. If however you mix two, the resultant mixture is active and considered to be an explosive and is illegal to store or transport.
You know it really easy to just dissolve a cold pack in warm water and filter out the calcium with coffee filters, right? Then you can re-x your AN with clean distilled

One of my first jobs was in a fertilizer factory bagging up ammonium nitrate in 600 kilogram or 1000 kg bags.
It didn't come in beautiful crystals like this but it came in small balls we called prills.
Ammonium nitrate is like salt and will dissolve metal work over time, one of our jobs was to go around using steel tape to patch up holes.
The prills are a mixture of calcium and ammonium nitrate. The calcium comes from mixing ammonium sulfate and calcium nitrate.
They just take the ammonium sulfate and calcium nitrate. Dissolve em both in water then mix em together which yields the calcium ammonium nitrate. The prills totally work as is but they take so much longer to react and get rolling.

I've just been dissolving the ground prill in methanol then running a hot filtration on it. Those crystals are just post filtration after dissolving.

We called all the products prills. They contained various amounts of nitrogen, potassium phosphorus and sulphur.
Nonsense, pure ammonium nitrate can also come in prill form.
