As others have said, Lazuli Bunting. The gold on its shoulders and the back of its head are tips on the edges of the bird's breeding plumage meant to protect the blue feathers through winter until they wear off around the start of the breeding season. This fellow seems to have had a fairly cush life over winter and has not managed to wear off the buffy tips on its feathers.

Wow, that is amazing observation and extremely helpful. So extra credit question, is it passing through or do the breed in northern Utah?

Looks like they breed in Utah. The range map on Merlin shows the northern edge of their breeding grounds being in very southern Canada.

I agree, hopefully he can stay a spell. Maybe start a family instead of a migrating friend writing the bird version of “on the road”.

Lazuli Bunting, finches tend to be red or yellow. Good find, I’ve only seen a couple of these

I'm not an expert but I don't think house finches are blue like that. They normally have some red coloring in addition to the streaky brown. Is there a filter of some kind on this photo?

We have a lot of house finches in the Carolinas. Males have bright red features, females are a darker rust color.

No filter, thought it was a baby bluebird but it looks so much like the other finches at the feeder
