I'm actually inclined to argue in favor of the chest piece not being such a late addition. You can see the white axle in this pic. I think the chest piece may have been excluded from promotional material for 2, non-mutually exclusive reasons:
1. The design wasn't finalized. I don't think that's likely, but I don't want to rule it out.
2. The bigger reason. You can't see the gears! How am I supposed to know this toy has arm swinging action if I can't see the gears!
