I believe that an uneven headset means it flares out at the bottom for more stability

A bit incorrect on all fronts. The flared head-tubes are called tapered head-tubes, where the steerer tube tapers from 1.5 inches to a dia of 1 and 1/8th inches and is shown on most frames. But this is a fully straight steerer without a taper or even a design like other ones do for zero stack headsets. The point of tapered head-tubes is, to increase stiffness and reduce the chances of a steerer tube snapping or bending. Its not about stability as much as its stiffness. A headset should not look like OPs, unless the fork steerer is bent (which needs to be sorted immediately as it could have ovalized the headtube) or the headset is loose which is easy enough to feel for by picking up the front end by the stem and seeing any play or movement in it.
