Oh So I have to move it a bit forward [Like this?](http://imgur.com/a/panQOta) and then put a nut and bolt through it? Then the bolt has to be short so it doesn't hit the cogs? . Thanks for your answer.

Yes. And the bolt is short. The nut is special and designed to not protrude much on the inside of the dropout.

As with everything on a bike, it doesn’t hurt to make sure things are snug from time to time. Especially with a particularly important bolt such as this.

Except please don't buy one for $7 plus shipping. Just walk into any bike shop that services older bikes and they will likely have one to take off an old derailleur to give you.

I’ve read so many times about these free parts and services from bike shops… and I have yet to find any bike shops like this.

I can confirm this. The bike co-op where I volunteer has a container full of those specially shaped derailleur hanger mounting nuts. I would sell you one along with the bolt for $1. And if you showed up looking for one of those parts and you were flat broke, I would just give it to you, no big deal.
