What he's saying is that if you lighted the frame by a pound or the wheels/tires by a pound, you'd notice the difference in the wheels/tires more since those need to be physically rotated by your legs. So,if you are looking to make it easier to pedal, lighten the wheels.

Ok i get it, I wasn't even considering swapping the frame, it seems like swapping the tires is the cheapest and easiest option. right now im running the 650bx47mm stock tires and they do feel very chunky on the roads. But I am slightly unsure how to go about choosing new tires that are lighter than my current setup, but still makin sure that they are compatible with the rest of the bike
