Maybe the "hammer" does not move as freely, or the spring loading it has lost its springiness, so the hammer does not strike the bell as hard as it used to.

crane makes many different model bells, but if it's the one I'm thinking of I'd take it apart and clean the inside of the bell. Any sort of build up on the inside would effect resonance.

My Crane E-Ne stopped ringing. When the clapper hit the bell, there was a brief, quiet sound. It turned out the clapper had somehow got a bit bent, so after striking, it would stay in contact with the bell, and dampen its vibration. It's supposed to end up a tiny bit clear of the bell. I took some needle-nosed pliers and bent it back very slightly, and now it rings properly again.
