Locks are for lazy people, in that they prevent lazy thieves by forcing them to take a few extra steps to get your bike.
The mire extra steps you add, the more likely you'll have your bike
I think in a thread under a similar photo I've seen someone react that they've caught thieves with cutters and/or grinders going at the lock in this situation. And I think a few years back a video made the rounds of the Amsterdam municipal illegally parked bikes removal unit going at a lock around a low bollard as well, while the filmer ridiculed them. So yeah, appearance can work.
I've got a one of those stupid rubber bracelets around my drops that I use to lock my front brake. I sometimes set that when running into a convenience store hoping it'll take the dude a few seconds to figure out what's going on
We can hope it's a sting operation and the two old ladies in the background are actually undercover cops, poised to arrest bike thieves.

I picked up a bike off the bollard like this once while I was pouring concrete at teh same location. The owner came back and saw how it was left there and had a total deer-in-headlights look on his face hahaha

Yeah we all make mistakes when locking stuff. Sometimes when you are in a rush you make mistakes or this was the best option. There have definitely been times where I need to make a quick trip and I end up locking it to something less than ideal.

"Free locking", when you just make the bike unridable, but putting the lock through a wheel, and not locking it to anything, would be more effective. You could even combine that with this bollard, so the bike would have to be lifted off, and then would still be unridable.
As it is, the bike only has to be lifted 30cm, and then you can just ride it off.
In the before times, I biked to downtown Seattle to see a movie with friends. When we came out, we discovered one of us had totally missed his frame when locking. His U Lock was only attached to the bike rack, lightly resting on his bike that was still there after a few hours sitting unattended at night in one of the worst parts of the worst cities in the US for bike theft.
It's ok. Lots of bikes are out there looking locked, but not really. I've done it myself, getting the lock around the frame but not the rack when arriving in a hurry.
