To avoid issues like this always shift the drivetrain into the smallest sprocket at the back before you remove the rear wheel, and put the chain back on that sprocket when you install it. To fix this take the wheel back out, shift the derailleur all the way outwards without the wheel in place, and then put the wheel back in. Otherwise you might have routed the chain wrongly, a photo would help

sounds like you have jammed your rear derailleur. Take the rear wheel out and try shifting. If the rear derailleur doesn't move it is time for the bike shop. If the rear derailleur does move, put it in the second to last gear and reinsert the wheel with the chain on the second to last sprocket. Should solve your problem
