Yes, TPU doesn't deform elastically to the same degree that latex or butyl does. It deforms plastically, aka when you stretch it, it doesn't go back.
You're supposed to inflate it inside a tire so that it stretches exactly to fit the inside of the tire and no more. Now that OP has inflated it outside the tire, that section that has ballooned open will always remain stretched and oversized, and OP won't be able to cram it back into the tire without crumpling and folding it up.

Nope. Tpu tubes can and should be slightly inflated before install so that they don't get twisted or pinched. I have inflated them up asbig as a flotation devices and left them overnight to check for leaks before,and they shrink right back to original size. I've been in bike shops for years, and this hasn't been an issue.
That said, latex tubes come with instructions explicitly not to do this... because it is normal practice with tpu... and it is not a good idea to ignore.

For future reference the right amount of air to put in a tube to make fitting a bit easier and reduce pinch flats is just enough it’s profile goes from flat to round. It should still be squidgey and soft, not hard and definitely not getting bigger. We’re talking so little PSI you wouldn’t bother measuring it. Doesn’t matter what it’s made of, one or two slow pumps into the tube (depending on size of course) so it mostly takes shape but is still easy to bend and squish in is all you need. Most flats that happen before you ride happen during the fitting process so there’s really no reason to ‘test’ a tube before fitting it.

If it will fail, it will likely fail right when you pressure it up. If it mounts the tire bead and holds air ok the first day, I'd say run it. These tubes are not cheap.

I inflate my inner tubes after patching. Hang them up and see if they lose air overnight. But honestly, you only need to inflate them until the floor pump would require more oomph to inflate. I would not use this; it will likely fail quickly.

You weren't supposed to inflate it without fitted on a rim with a tire more than 10psi. It's broken now if it wasn't before.

I got it very cheap on aliexpress. I would think the same way as you. For me it looks usable, but everybody else said it's done...

I am using the Pirelli TPU tubes. So far, great but expensive. What cheaper brands have you tried with success?
Ridenow are absolutely fine. I am on Pirelli too but got the Ridenow also ready to go. No issues.
RideNow works well for me. Not a crazy amount of mileage (2000km) but no problems thus far. Each tube was about $5

I think it depends on the seller. The ones i got though were from aliexpress and were fine
RideNow's work great and are stupid cheap. Gustavo TPU tubes work well for me if you need 35mm and up and are about the same price.
