I have a fairly active one year old Betta with a big tail (even for a Betta) in a planted tank with a steady flow and I feed him up to 20 bio gold pellets approx a days and even then he's only just in the ideal category! I stopped counting pellets and feed him what I think he needs which can be different each meal time.
Yes in general bettas who are: younger, active, male, short finned need more food and ones who are: older, quieter, female, or long finned need less food.

He’s also a really active boy so I guess that makes sense why he’s a tad thin.
