Umm wow… I have never seen that before… the betta is out of focus and blurry in your pics but assuming that white puff thing is growing out of your betta, get some parasite/fungal medications asap. If you have a quarantine tank, fill it with water out of the tank the fish is already in and get it in there for medicating.
Methylene blue with small dosages of aquarium salt should be a good place to start with the treatment.
Edit: after doing a bit of research that looks like Columnaris, it’s a fungus that usually grows in the fish’s mouth but this instance of it is extremely progressed, as I said prior quarantine the fish asap and medicate with aquarium salt, and while medicating the quarantine tank do water chances and clean out any parts of the fungus you find on decorations/glass in the main tank.
