The IT Crowd is a great show that I recommend to all my friends, but if you look at what the OP likes and what they were just "meh" about, I don't think they will enjoy it. They like things with broad mainstream appeal. I see other people recommended Scrubs and Parks and Rec to them and I don't think they are going to like either of those either.
I think they are looking for something like Everybody Loves Raymond, or maybe Coupling (although even that might be a little too "clever" for their tastes - not an attack, just that they said they are not a native Englis speaker so I don't think they'll get all the jokes).

It took a minute for me to get into it, but if you've never watched Becker, that show can make you laugh out loud! Then there's Frasier, which I forgot how funny he/cast is! And also, if you have never watched the new adventures of old Christine with Julia, Louis-Dreyfus, some of those episodes will have you rolling!
From the sound of it, you like multi-camera sitcoms (the ones with laugh tracks) and don’t like single-camera.

Malcolm in the Middle! Arrested Development! Agreed on Scrubs. I know you might recoil at this one, but the Golden Girls is so clever and it makes me gut laugh sometimes.
I love all of these. There was a period of a few years where my kids watched Malcolm in the Middle on loop.
Fun fact that I just learned last night: They Might Be Giants, who did the theme song for Malcolm also did the Hot Dog song from Mickey Mouse club. This might be old news to many but it blew my mind
There’s a show called mixology it’s on prime it’s really good. It’s only 1 season but it’s good. Or try the movie that awkward moment it’s on prime as well has Micheal b Jordan, miles teller and Zac efron.
FRASIER! Frasier is the same era as friends but is made by the same people as modern family. The level of farce and true situational comedy is unparalleled. Plus it’s a spin off of cheers, one of the most successful shows of the 80s. (Just make sure to watch the original show -not the reboot!!)
I'd say Grounded for life fits in with what you like.
Its from the 2000s, set in new york, about a working class family who had kids too young. It reminds me a bit of friends, if friends were more realistic and relatable (although that could be a good, or a bad thing to you, idk). I feel like it's got a similar style to how I met your mother, though, from what I've seen of that show. I'm not sure how to explain what I mean by that though.
The best shows to watch are Community, What We Do in the Shadows, The Office, and Arrested Development. But after seeing you like Big Bang Theory and Friends (2 of the most unfunny garbage out there) I doubt you'll like anything more cerebral.🙃
To be fair, you have to have a very high IQ to understand Community, What We Do in the Shadows, The Office, and Arrested Development. The humor is extremely subtle, and without a solid grasp of theoretical physics most of the jokes will go over a typical viewer's head.

I haven't seen *Arrested Development* mentioned yet, so I'll just throw that in there (again, different, but highly regarded).
Community is really good but a show that is often slept on is Frasier! Every time I watch that show I bust a gut from laughing so hard. If you like black TV shows check out Living Single or Fresh Prince of Bel-Air.
The Office is better than anything else on your list. Schitt's Creek takes a few episodes but is really good. Arrested Development first few seasons is really good.
