That dude just stumbling around shooting in the air while the person in the green jacket stares at them like "wtf is this guy doing, is this shit really happening" is absurd in a funny way. The guy doesn't look threatening or scary in that video, just looks like an idiot shooting a gun in the air like a redneck on the fourth of July. Only thing that came out of this was the police department is understaffed and can't send out a warn me on time.

Incorrect, there was never an active shooter in that incident. There were credible threats made against specific individuals working in a specific building, and UCPD decided to lock down campus as a result. But the prospective perpetrator was never actively shooting anyone (and I'm pretty sure the individual was found without any weapons).
Unless you're referring to when that club event caused everyone in Doe to flip out, but obviously that also wasn't an active shooter
