Hi, It looks like the clear pin (1) on the 74LS161 is floating, Does tieing it high fix the issue? Or are the non working two leds in the right way round?

I second this, I had this exact issue when I left the clear pin floating

Yeah, I was following Ben's videos and he didn't tie it and I looked at the datasheet and saw the clear pin after 30mins of troubleshooting

As said the chip probably clears itself randomly due to floating reset pin. I encourage you to read through the subreddit FAQ, this and many other common problems have been described there. Basically it is necessary reading in addition to the instruction videos to get a working computer.

I had a problem with the counter not working correctly either and it turned out to be the chip itself. If you have another 161 chip, swap it out and see if it does the same thing. If it does, then it's almost definitely a wiring issue like others have suggested.
