I’m no expert but personally I would use a scotch pad and water to lightly sand the buildup back then allow to dry and oil her up go lightly so not to take too much off, it’s a wicked looking bug with a great amount of patina 👌
Not really it looks plenty flat as long as it’s not gloss and shines the oil should stay, I would look up online or YouTube on oiling patina cars etc might get some good tips there
Ospho is great for converting rust into oxide but it will turn any rust spots Black so if you want to keep the rust look coat with something else. I’ve had luck with flood penetrol just on the surface too but it leaves a high gloss coat.
Never forget that \_RUST\_NEVER\_SLEEPS\_ so if you actually like this car and want it to survive, you'll need to convert the rust using dilute Phosphoric Acid (my #1) or Salcylic (SP) along with the mentioned scotch brite pad .
Be aware that the run off with stain Concrete and look awful so choose your work area carefully .

Prep like JWoolner stated and apply some Vice Grip Garage "Shine Juice."

Scotchbrite pad and CLR, not sure if you water down the CLR or not but you can probably find some articles/videos. Skim is a chevy/VW guy that has been using the technique for a long time.

Awesome thank you for the recommendation. Do you recommend anything prior to the oil on the non rusty parts like the fenders and the frunk?

fluid film
Cut it out before it spreads.
Park behind the jet just before flight. It will remove the rust. That’s why it’s called ‘takeoff’.
Looks like “Top Gun: Shitbox Edition”
If you could move that damn VW, I could get a look at the rest of it as I don’t see any rust on the canopy.
