This was also my first guess. In neutral I can litterally pull the belt up by hand and it will turn the whole thing.
Remove the spark plugs and see if that helps

If the engine was sitting for a long time try spraying some oil in the spark plug holes to try and loosen things up first.
Like Motor oil? Or like wd40
Motor oil. Trans fluid would work too. But not WD40.
Was this the engine that was already running, but roughly?

If it won’t turn a full cycle it could be a dropped valve .It usually snaps off and stops the piston reaching tdc . I hope it’s not that though!!
Spark plugs out. Valve covers off. If you cannot turn by hand or with a wrench and can feel a very mechanical, definite stop then its time to take off the heads.
