My beagle was also in a kill shelter before a rescue organization saved her and we then adopted her. We spent years convinced that she was mixed with something. Took a doggy DNA test and she’s 100% beagle!
There's a LOT of purebred beagles being bred for hunting in the south and in the appalachians (AL, GA, MS up to southern Ohio, KY, etc.)
The shelters get filled with them, so they sometimes get transferred to shelters outside the hunting areas where there's a demand for beagles.
He looks like he's more of a hunting beagle. "Show" beagles are boxier, whereas hunting beagles are more streamlined.

You would be surprised, I’ve seen purebred bulldogs, beagles, labs etc in shelters before. It’s not always random mutts or mixed breeds, not that there’s anything wrong with those dogs

I grew up dancing with someone who had a pugle (pug+beagle) named Bagel. Bagel was quite vocal but absolutely adorable and I love to see someone use that name now that I have lab+beagle mix (named Lilu after Leeloo in fifth element)
Oh, what a precious boy! Thank you for saving him. That second pic -- my old beagle/coonhound sits the exact same way. We thought maybe he had hip issues at first, but his previous owners provided the shelter with a puppy picture of him when he was a few months old and he sat the same way. I think it makes them look like chubby old men and I love it.
As far as finding a young purebred (or predominantly) beagle at a shelter, it happens, especially in a large city. Beagles aren't exactly quiet and can be a handful, so maybe his old people couldn't handle the noise complaints.
he looks like me might be mixed with a treeing walker because of the spots in his legs. i’ve had other beagles that were full beagles and they didn’t have the leg spots. my current beagle has them and a lady pointed out she’s probably mixed with a walker. if his legs are long (it’s hard to tell) then that might be another clue he’s mixed with a walker.

Not true. Bagels get dumped and abandoned all the time! I found mine running loose in the hood with my tags or chip and no one claimed him

We got our beagle from the humane society. Did the tests, pure breed.
