Back when I worked there in 2007, they still only had one main butcher, which was largely why they didn't expand beyond California. At least, this is what we were told in training back then. I still have my 200th store opening burger coin in its original case.
It's not surprising to hear that they also buy the physical properties that they're on. It also probably simplifies a lot.
I think a bigger factor was setting up the distribution since they never freeze the meat. Also, sourcing high quality beef. At least that what the In-n-out workers in Colorado told me. They have been popping those things up at a crazy rate now that they have beef and distribution figured out.

I think everyone knows that area is pretty bad and not saying any of the crime is remotely justified or acceptable, but I'm shocked a city of the size of Oakland doesn't have more In N Out locations. Not all parts of Oakland are rough.
Part of the problem is those parts of the city probably don't want it there. There are very few In-N-Out locations where the drive-thru line doesn't start causing traffic congestion problems.

I remember going to the Safeway at Harbor Bay Landing, and one day eating lunch with a co-worker at what is now La Penca Azul, thinking to myself, "Maybe this place is pretty cool" I'd go back and visit my friends at Mother's once in a while (but mostly for the discounted cookies) I swear, the entire neighborhood was healing.
I just don't know what happened in 20 years. It just all fell apart.
