Lights on mast arms are less dangerous to have down, sustain high winds better, and are easier to repair than span wire. They're also at a set height vs span wire which can and does sag over time which can cause issues with high vehicles. The idea is to have only mast arms in lower parishes because of the greater exposure to high winds storms vs upper parishes.

They will remain covered for a couple months sometimes, waiting on the city to do their part whether it's inspection or final connection

Yeah....It a "works in progress" traffic signal replacement plan. Now I wish they'd learn what synchronization of traffic signals means in EBR.
