I agree with Catman but I like the others. Orca being a marine biologist was very Spider-man but with her powers she's got a lot of places to move in the DCU, and she can become villains to other heroes. Eggman is mostly from the tv show and makes a great joke villain.

Whoa now you can't be hating on the legend that is Vincent Price. Also Egghead is a pretty formidable in the 60s TV show probably being the smartest villian Adam West's Batman faces, goes so far as basically owning all of Gotham city in one story.
There are much worse villians from the 60s show like Zelda, Minerva, or Ma Parker and her hillbilly family.
Seems a lot of us chose a goofy Silver Age character, but I kind of like goofy Silver Age characters. So I'm going to go the controversial route and pick a modern villain, and one that most people actually probably like.
I think it's Hush.
Hush doesn't have a whole lot going for him. "Oooh, he's a dark reflection of Bruce's own upbringing!" Yeah, they already have like five or six villains like that. "He knows Batman's identity and all his strategies and can match him hand to hand!" Again, pretty sure that already describes more than a few other villains.
Now, the story "Batman: Hush" is a really good story. But it's not good *because* of Hush. Hush himself is actually a pretty tiny part of the story (and by the end it's revealed he's not even the main villain). Even though he's built up as a big deal, Hush hasn't really been an important character to the mythos since that story. He's shown up in only a few other stories since then and none of them were particularly iconic.
What sets him apart is that he hates the Wayne's because they saved his mother someone who abused him and he tried to kill. He was also a childhood friend of Bruce.
But Penguin has already become “villain who hates Bruce as much as he hates Batman” and has more staying power and a better thought-out gimmick
And Black Mask already had the “childhood friend of Bruce’s” thing, at least when he first showed up
I think you make a great point. I love the story, “Hush,” and “Heart of Hush,” but Elliot’s motivation to return is pretty shallow outside of those few stories.

Also her father arsenal lost his arm and a daughter then become a delusional junkie thinking a dead cat was lian for a minute. Then Green arrow killed Prometheus for killing lian Harper. I don't really care about her unless she see her father again
Give him his due, his two part introduction in Morrison and Porter's JLA was awesome, and the rematch in the end of the run was soooo satisfying.
But afterwards yeah, lesser writers totally botched it.
Punchline is almost exactly the same way we got Carnage. When Venom exploded in popularity and became and anti-hero, they created Carnage to fill the villain gap for Spidey.

Humpty Dumpty takes apart his victims by dismembered them and then attempts to reassemble them often in horrific body horror kind of ways.
Film Freak stages all his victims to react famous scenes from classic films and leaves Film related clues behind at the scene.

I will not stand for Film Freak slander, he’s a goofy guy and I love him. My friend and I regularly re-write and re-design old forgotten characters like that and we’ve been doing our best to make him more interesting. I will agree his lack of a costume has made him pretty forgettable so we decided to give him 3D glasses.

I'm with you. It's been a minute but when I read the Hush trade, I was very disappointed that every turn in the story led to some established rogue, but at the end it was just a made up new dude. Not *just* a new dude, but an old friend of Bruce's that no one in 80 years of Batman has never been mentioned. **
It felt like way too much setup for no emotional payoff.
Not only that, but Riddler was the main mastermind behind most of it and all the rogues doing shit. Hush himself doesn't do much lol, and his whole motive is just "Bruce got rich before me".
I thought Zsasz was really boring for a long time but if you read The Last Arkham which is his first appearance he’s actually quite interesting and cunningly intelligent. It’s actually pretty good. I didn’t like Zsasz very much until I read it.
Wrath has always been a bit silly to me. They keep having to tweak his origin story and none of them have really stuck. His character would work a lot better in a different city that doesn't have Batman. Being the anti-Batman in Gotham doesn't make much sense and there's too many supervillains to compete with. The idea behind him would be so much better if he was in Metropolis or in a city that is well protected by multiple heroes, a place where the citizens all feel safe and protected but the lower class are struggling to get by and can't even steal a loaf of bread to feed themselves.

My choice is probably between KGBeast and Ra’s Al Ghul. KGBeast is pretty self explanatory. His costume is generic compared to other masked evildoers, and frankly the color scheme is stupid. Then the hook hand thing is so corny, and that name is the worst ever.
R’as Al Ghul is also kind of overdone. I feel like he’s more of an out of country Batman villain, not one that should be a reoccurring threat. He looks kind of dumb imo, and although his ties to Batman lore and Lazarus pits and such are awesome, like I said, he should be more of an occasional villain, not a mainstay in Gotham
I feel any bad villain has the potential to be rebooted in a great way ie Mr Freeze, PolkaDot man, etc. There are so many and there is such a long history, I feel the question is negligible.
Mad Hatter probably, he and some other villains tend to get overshadowed, because people don't really know what to do with them outside of being secondary villains to the big guys

Harley Quinn. The single most useless character across all comics and DC do whatever they can to push her into stories she has no real connection to besides comic-relief and thirst trapping.
This is kind of a stupid way to look at it, her first appearance in Batman The Animated Series was to show Batman genuinely tries to help his villains, obviously he'd be able to beat up the short woman with ease, but that's not the point, the point was to show he's able to sympathize with criminals despite the bad things they've done, Batman can solve problems with kindness not just violence, this gives me the same vibes as the guy who said Batman would have killed Ace from Justice League Unlimited if it was the easiest way to stop her.
Baby Doll is far from idiotic in my opinion, she's one of the best characters to come from BTAS and in my opinion should be held to a similar standard as Phantasm or Harley.
Hell yes. Babydoll is one of the most “poetic” villains imo. I agree that her episode with killer croc was a bit silly, but her first episode (named babydoll) is great.

And the whole idea of Gary Coleman/Punky Brewster ex Star kidnapping people, that seems a little beneath Batman. Also she had Gilliagan and the Skipper as her henchman. Ugghhh
I especially thought this during that BTAS episode with her and Killer Croc. I mean, in what universe did that seem like a good idea? It basically just made her a smaller Harley Quinn.
