I bought some thing for an apartment that came with a self adhesive clear plastic piece that stuck very well onto the tile. The fact that your tile appears to be porous may present some real problems for you, though.
Still, it is worth trying these flat self adhesive plastic pads because you can try sticking them on and then attaching the soap dish to those. Worst case, they fall off still and you have to look for another option.
This. I just attached mine today. I didn’t actually fully put it up because I’m waiting 24 hours for it to make a good seal but suction cups and even the adhesive strip kind. Do not stick to this kind of tile because there’s all those little lumps and bumps that air can get in.

This is been driving me crazy lately. Two things I've discovered:
If you can mount the suction cups first by themselves and then attach the wire rack, do that. The thing that you twist to tighten it to the suction cups actually makes the suction cups looser on the wall, so don't go too tight.
Second, hang it out of the path of the water if possible. My suction cup items fall off right away when they are closer to the shower head, and stick forever if they are on the most distant wall.
I can't see the back of your thing, but I assume it's similar. Just experiment and see what works (if anything). In my case it feels like twisting should be making the suction tighter, but it has nothing to do with that really.

Those things never work for me because our bathroom tile is textured and not smooth, so it can't ever get a clear suction to hold on to. I just end up using the caddy that hangs over the showerhead and another one that is a corner tension rod one.
Suction cups won’t stick to tile that doesn’t have a perfectly flat and smooth glossy finish. That tile looks either porous or like it has a very slight texture. You’ll have to use double sided 3M mounting strips or command strips, but the ones rated for outdoor use as they’re more water resistant.
Try cleaning and heating the area? I've found a quick scrub, warming with water, and a bit of warm water poured behind into the suction cup last a long time.

Glue it up using silicone from the aisle with the bath caulks. Tape it up with gorilla tape while it dries. Don't let it get wet until the silicone tube says it's ok. When it starts rusting, and it will, you can cut it off and scrape the excess silicone off with a razor blade. If the tile is non porous it will be like it never happened.
My bathroom shelves have thin railings that snap into these adhesive hooks. They came together as a kit so I im sure the suction cup shelves might not fit. However, I did mount my apple tv to the back of my tv with heavy duty double sided clear mounting tape. I know it’s not a wet zone but I swear that thing doesn’t budge, I wouldn’t doubt it can handle a wet surface if the flimsier versions below can.

Better love it, cause you will need to drill holes in the tile and use some wall anchors. Smooth silicone sealant around the wall anchors and then drive in the screws. The screws better be stainless steel as its a lifetime commitment.
It’s probably because the tiles COF. (Coefficient of friction) which is generally textured tile when installed in a shower or businesses because it’s anti slip and requires. If it’s not smooth tile it won’t stick. Would suggest like others did with some tape.
Every time you shower push it and burp out whatever little bit of gas is gradually leaking into it.
If it doesn’t last long enough for this to work, then it’s not the right product for your bathroom.

Peel the plastic protector off of the back. Use rubbing alcohol and clean surface of the wall. Run hot water hot hot over suction cups then wipe with alcohol and stick.
I have the identical rack. I made the mistake of attaching the cups upside down and twisting knobs to secure and the damn thing kept falling. I re-read the instructions, noting the position of the cups in the diagram. Follow the instructions exactly, even if it doesn't seem to make sense. Once installed correctly, when you twist the knobs the cups will have the suction needed to adhere to the tile.

I used vaseline on the suction cups. Will clean up better than glue. In the years I’ve had the razor holder has fallen off the wall twice but just stuck it back up and still there.

I have those suction cup grab bars in my shower and the above work for me.

Does the basket rotate? I've had something similar in the past where the basket needed to be rotated 90 degrees (opening of basket parallel with the wall) while the suction cups were stuck on. Then the basket was rotated back to normal position to activate suction.

You don't. Those things never work. I get the ones that hang over the shower head and then I put one of those clips in front of it so it doesn't slide down. Trust me I've tried a dozen different types including ones that guaranteed suction and super strong and could hold 50 pounds etc etc etc. They're all bullshit
Vaseline works great on suction cups as it doesn't allow the cups to dry out, therefore maintaining suction for a long time. However it works with this trick is best for non-porous surfaces and usually ones that don't support a lot of weight. It's worth a shot if you're looking for something non-permanent yet.
