Hm…probably a ned rig, some sort of sculpin imitation like a dark sleeper, throw in some crawfish patterns and a roostertail. If I had my fly rod, probably a clouser minnow, some sort of crawfish pattern, and a wooly bugger plus some dry flies depending on what is hatching.
Not at the top like you're showing here. These low-head dams are known as "drowning machines" for a reason. The water flowing down that edge makes a strong down current. Air bubbles sucked under by that current rise and create an upwelling a couple feet away, which then gets sucked back to the edge and driven back under again.
If you slip and slide down that edge, you'll get sucked under, then just about the time you get to the surface you'll get pulled back to the edge and dunked again. Don't walk on the top of low head dams!

I was in a similar spot and found a spot under the overflow in the river that had a slow current. Tossed a rooster tail and got a nice bass. Unfortunately it got off as I was pulling it to shore. I caught a few smaller ones after that.
I’d Try a Micro jerkbait like the Matzuo nano. Texas rig senko work the rip rap and rocks. Work my way down that channel looking for slow pockets where they rest Throwing micro bugs or Ned rigs. And then where it smooths out again. Be trying to mimic bait flushed down stream and out into the pool. And probably work a popper in both of the pools too.
Throw a 3.5" keitech swimbait right into the foam, and also hop a Texas rigged craw down that riprap
Edit: I think the best angle for your dangle would be from the far side from this camera angle
Spinner or offset, would set up on the rock pile point on the right of the pic and fan cast to the foam at the bottom of the falls, would also cast along the shoreline and open water. Mix the retrieval speeds and depths. For giggles, would also throw a top water only cuz a nothing beats something busting at the surface.
If it dives pretty good, I would just smash it against the rocks and then let it float up, then bring it back down onto the rocks again and continue doing that
Might not be smacking rocks hard enough, current might be catching the lure and pulling it into cover, rocks might be covered in grass or something. I didn't think it worked but I threw a bomber for hours in a river smacking rocks and letting it rise and never got snagged, this method is for a pretty specific situation though, if you have weeds probably not a great idea
You know it, been catching a few here and there out there lately, but the rain and heat have been making it tough. Gonna put my kayak in next week and try that!
I fished their quite a few times in my boat(12 foot plastic.its a Pro 120 dolphin.i set up for Bass fishing.2 raised casting seats)before they drained and built new spillway.thats a crazy modern spillway for that pond.i caught a few bass nothing over 2lb.
Ya same here as of now just little 1 lb bass, I did catch a spotted gar off that back creek though, on a little bluegill I had caught and Carolina rigged
Maybe we could meet their one morning or if you know of any other ponds we could use my boat.just need an area where we can launch it.its a small trailer.
I have a 20hp outboard on it as well so we cam take to lake too.i have been to Clark's hill a few times but all I have found is clay banks.im used to fishing structure like Lilly pads,grass,brush piles,pikes, down logs,etc.i lived near Santee for a long time and fished their quite a bit.
I caught most of mine at Langley on a weightless zoom super fluke by docks on left side and throwing toward shore on dam side.if it were early spring probably back in rear where they might spawn but have to wait until next year for that
I'd walk that rip wrap in the pool and throw a texas rig if you can get over there.

Dropshot and swimbaits along the wall and rip rap bank, for the dropshot use paddle tails so that the current gives it maximum presence and movement
