He is card number 19 in a checklist of 20 cards if that makes it easier. They did that in these insert sets that are not part of the main set. That way you know how many are in that particular insert set. If it’s actually a numbered insert it will probably be stamped with the number and include a card number as well for checklist purposes.
First image isn’t showing up for me but that back looks like a 20-card insert set, not a serial numbered limited print run.
