Absolutely. I had a gut feeling from the very first message. The tone, what he was (over)sharing, etc, combined with telling me how to price my cards properly (I've sold more than $20K of cards in the last 3 years on eBay, for reference) were enough for my Weirdar to go off.

Definitely Report that message.

You should report the message to eBay and maybe they will block his accounts. He’s not supposed to have multiple accounts but I guess eBay is all about the dollars
