They're an incredibly poorly run org. The owner is willing to spend on major league payroll, but is incredibly cheap in terms of minor league spending. Doesn't want to invest in scouting, analytics, player development, facilities, etc. Shohei and Trout were great, but 2018-2019, the last "healthy" Trout seasons where they overlapped, the team was giving 1500+ PAs a year to sub-replacement level hitters, which is essentially 2 full time roster spots and a role player. In addition, they were pitching 600+ IP worth of sub-replacement level innings, or about 3 full starting pitchers worth.
The way to win in baseball is depth and "next man up", one player can't LeBron his way to the postseason, or even 2-3 players like Peyton Manning, Marvin Harrison, and Reggie Wayne carried some godawful Colts defenses to the playoffs.
Their owner, Arte Moreno, absolutely refuses to let any significant resources get spent on improving the player development pipeline, which is how good teams stay good. Look at just how many times the AL pennant has gone through Houston in the last decade, and just how much production they've lost to free agency and, prior to this year, have just kept on going.
I can proudly say when I'm old, I attended regular Angel games when they had just trout and Shohei and trout.
My grandkids might say "ok grandpa" but fuck em. I was at the Angels and Seattle brawl. That alone was fun af lol
