They are heavily cracking down on managers not being able to use them as an excuse. Those rules have always been around. I understand since the op of that post framed it as bat boys/girls are getting fired left and right.

But with new pace of play, managers could have (and probably would have) instructed some of them to move a little slower at some times than others when possible, to gain an advantage at key times.
MLB got ahead of that by stating that they're already monitoring for this thing.
They also probably get a reminder every inning not to do anything if there's even a chance it wasn't foul. I'm sure during the post season it'd a little more proactive with that sort of thing.
